The protagonist is judged by their looks, but in Angel Densetsu the protagonist is a pure and nice boy while in Storm Bringer the boy just wants to live a peaceful life. Both are very good!
Both feature a protagonist that everyone assumes is a scary thug because of their appearance. As a result, they end up in fights as a result of misunderstandings surrounding their looks. The main difference being Ju Ingong in Transfer Student Storm Bringer is aware that people are afraid of him and uses his opponent's fears and assumptions of him against them; meanwhile, Seiichirou Kuroda in Angel Densetsu seems mostly oblivious to people's opinions of him and is unaware that his actions lead to starting a fight with another character or gang.

Both mangas are really funny and the protagonists are judged by their looks.
Pretty much the same concept - a transfer student gets mistaken for a deliquent thanks to his mean face, and despite not wanting so accidentalies himself into the deliquent community.
In both manga, the protagonist has a scary look and is instantly feared by the normal students and challenged by the gangs when he transfers into a new school.
Nonetheless, there are differences in terms of the characteristics of the protagonist. In Angel Densetsu, as the name of the manga implied, the protagonist is a boy with the heart of an angel, who is pure and innocent and overwhelmingly kind. On the other hand, in Transfer Student Storm Bringer, the protag is rather calculative and knowingly using his scary face as a weapon sometimes.
