They're both about crossdressing. They also give off pretty similar vibes in both their art and storytelling. Both stories are very character oriented and get into each of the characters' personalities and reasons behind why they dress/act the way they do. Horou Musuko is a bit more down-to-earth and innocent growing-up story. Bokura no Hentai is more mature and is laced with little bits of fantasy and philosophy.
Both stroies about a group or a pair who deal with gender dysphoria and crossdressing. Both are slightly more serious and dark than your avarage gender bend manga.
The character's are of a similar age, at least initially, and they both include gay/ bisexual characters.
Bokura no hentai is a lot darker, while Horou Musuko has a serous but light tone.

It is nice to see stories were transgenders are treated like actual people, and not some weird fetish.
What both of these manga manage to do is make you understand the struggles of gender-nonconforming youth such as cross dressers, to actual trans people, and the struggles they face while growing. Although coincidentally, both take story desitions towards the latter end that some in the target audience might find uncomfortable.
At the end of the day both stories work as entertainment of a similar kind, and both work as windows on how their respective authors feel on the matter.
