Both are shoujo-ai, and both are mangas I have enjoyed.
As I was reading Fragtime, the "melodrama" (<-not really, but for the lack of better words) at the end reminded me quite strongly of one of the MCs of Yagate. I personally think Yagate goes a bit deeper into the psychology of the characters and develops them a bit more naturally, so if you are interested in that, I'd recommend checking it out.
(In general though, both are simply good shoujo-ai, so if you are looking for more of that stuff, give either a go and you should leave satisfied.)

Overall, the stories share a number of similarities, although Yagate Kimi ni Naru does not have any sci-fi elements, and tends to be more serious than Fragtime. Touko Nanami and Haruka Murakami face very similar personal problems, and come to similar resolutions. These two characters also occupy the same position in their respective relationships: being the more assertive partner and the romantic initiator. The couples in both series share a similar dynamic.
I think that Yagate Kimi ni Naru is essentially a more mature and better articulated version of Fragtime. For anyone who found Fragtime lacking, I don't think Yagate Kimi ni Naru will disappoint.
