The titular characters are pretty similar. Umaru is a high school student who appears 'perfect' outside, but is a slob at home. Gabriel was a high-achieving angel before she was sent to Earth and got a video game addiction.
Both are moe-style comedies that have a school as a major setting. Himouto! Umaru-chan seems more focused on the cuteness factor and relationships between characters, while Gabriel Dropout seems more comedy-oriented.
