Both are about a boy and a girl who have a fake personality in front of others/school.
Both are really sweet.
To put it simply, the storylines are the same in both mangas. If their artworks were also similar I would have thought they were done by the same mangaka. The way the main couples in both mangas handling their problems reminded me a lot of each other, their troubles often end in a comedic resolve.
The differences are 14-sai is a Josei that takes place in junior high setting, while Horimiya is a Shounen that takes place in high school setting. And in 14-sai there is a side couple where the female is older(his teacher) and the male is a delinquent. The teacher's sadistic facial expressions

Main couple only show their real personalities to each other and act differently at school. In Horimiya the main couple has a small circle of friends they show their personalities to as well but in 14-sai no Koi it is kept between the main couple.

School setting and a very early established relationship that's mostly not defined by the common tropes of miscommunication or jealousy. 14-sai no koi's characters are a little younger and the relationships are more innocent. It's also a little more serious than Horimiya in its depiction of yuri themes and age gap relationships. Both main pairings have a very strong bond with each other.

Both have similar vibe, with 14 sai having a more orthodox romance feel and horimiya with a cute, down to earth romance feel. Both series’s main protagonists have a side they hide from others and only show it when alone together.
