Both series are about low ranking girls in rich kid schools who are pursuing/being pursued by a princely character. They are both surrounded by eccentric club members with interesting quirks, and the characters must try and figure out what they want to do with their lives and find their place. Both series also have reverse harem elements.
However, The Gentlemen's Alliance Cross has more drama and romance than comedy, while Ouran starts off as an episodic comedy before going into the romance and family drama in the second half of the series.
