Both series share a similar premise. In Genocider, the main character is terrorized by the kidnapping and abuse of his daughter. However, a warning: both contain sensitive content, including abuse and violence. For me, 17-sai focuses more on themes of slavery beyond just abuse.
In Genocider, there are additional themes like revenge and a love triangle, and there are multiple characters who experience abuse throughout the series.
