In both the manga the whole cast get messages on their phones. In Ousama Game the members of the class are given an order to fulfill in 24 hours, but if they don't they die.
In Rule: Shoumetsu Kyoushitsu the class have to follow rules they get through texts, but if they fail to follow these rules they will also meet their demise.
So the two are very similar in concept, but that's not all. The main characters are also pretty much alike each other. The main villains have similar vibes about them.
