Difference: Cat Street(manga) is more about the girls problems (trying to become more social) while Nineteen, Twenty-One(webtoon) is more about helping cats
I feel these manga are really similar, and it's not just the cats. Both manga have this melancholic air in the beginning, as they are about a girl who has lost years of her life (Keiko became a hikkikomori and hasn't left her room for 7 years, whereas Yun-lee lost 2 years due to a coma). They meet a guy who helps them pick up their lives again, and there's slow-paced romance in both manga.
Cat street focuses more on acting and socializing though, whereas Nineteen, Twenty-one focuses on helping the stray cats.
