It's the same drawing artist (Yukihiro Utako).
They both have a szenario in the past and therefore also nice costumes fitting the depicted time.
They both contain fantasy.
And they're both part of the shoujo genre.
They certainly have a similiar atmosphere despite Makai Ouji's featuring many religious characters from the bible and therefore depicts biblic themes, while Shounen Oujo's seems more like a (dark) royal fairy tale.
