Insight into a mind of a derranged individual as they try to justify murdering others (and general violence). The difference is that the protagonist of Waga Tousou is a historical character, while Kami no Kodomo is completely fictional.
In both manga, the main characters are sociopaths, who form a party by glorifying murder and violence. While "Waga Tousou" is based on true events and depicts the life of Adolf Hitler, "Kami no Kodomo" is fictional and highly metaphorical.
