One is a steampunk adventure, the other is a steampunk fairy-tale, both making emphasis on splendid surroundings and fantastic devices.
Although the storylines differ greatly, the artwork and setting are very similar. Both are set in the pre-industrial age where magic rules the world and the heroes must rely more on their own skills to get them through the struggles. Recommended if you enjoy steam punk fantasy anime.
Last Exile and Howl's have steam-punk elements and style with whimsical magical elements to them. Both of them have a character who is under a curse that needs to be overcome, while Howl has several characters with this, Exile has Dio and the Guild that add this element. Howl's is more magical and fairytale like, while Exile is more of an adventure series. Both have an exotic mystical feeling to them. Both have wars and air-battles as a background setting.
