Either Basilisk was influenced by Ninja Scroll or the had the same source material, because a few of the techniques can be found in both, as well as some names. Of course that means whichever one you see second will seem unoriginal, so space it out. They're both very good.
The similarities between Basilisk and Ninja Scroll, which are so obvious in terms of the ninja superpowers that one could almost argue plagiarism, are down to Ninja Scroll being a homage by its director/creator (Kawajiri) towards 'The Kouga Ninja Scrolls'--the novel that Basilisk would later adapt. Kawajiri added his own story and distinctive style to Ninja Scroll but, since both anime are centered around fights where ninja use very similar / often the same supernatural skills, it's easy to mix them up.

They also both have a relatively similar techniques and abilities.

Both anime involve ninja's and a love story. It's a hard world so a lot of blood will be shed. In both anime are some weird characters with weird powers.
"Ninja Scroll" movie shows a lot of affinities with "Basilisk": about characters (especially Kagero, then Genma/Tenzen, Yurimaru/Yashamaru, Mujuro/Hyoma etc.); scenary (Tokugawa period, the presence of Koga clan etc.); ninja combat's techniques.
Moreover, both of them are realized magnificently.
They both contain supernatural "ninja powers". In some cases the same ones.
They are both fantasy martial -art
