Both series have the central premise of super powered individuals fueling their abilities by erotic bonding with female partners. The main difference is that Masou Gakuen HxH is a harem series in which the protagonist is the one who powers up his Heart x Hybrid teammates, while in Seikon no Qwaser the qwasers draw their power -from- girls, and most qwasers are paired off in groups of two (there is a lot shuffling of partners between characters and the protagonist has multiple love interests, but in the strictest sense Seikon no Qwaser isn't a harem anime). Both shows are incredibly ecchi shows which borderline on hentai at times. In both cases, powering up is gained through sexual interaction between the pairs (although it's only limited to mostly boob groping to keep it non-hentai). They both also tie in fantasy elements to a real world setting
