Although the settings of these shows aren't that close, they are similar in that they aren't set in Japan which is the most common setting in anime. These shows also focus on strong female characters who love using guns. They also tend to imitate movies which means they are somewhat more grounded when it comes to abilities of their characters.

Action girls with guns, over the top action scenes, and dark humour. Both are mature "realstic" seinen anime, Black Lagoon is more "edgy" brain dead action, while Gunsmith Cats focuses more on comedy.
Both shows have badass girls with guns, and a cold female Russian. But i do believe Gunsmith Cats to be the superior of the two. A decent dub, pretty good animation, a fun story, and a heaping serving of that 90s charm. With only 3 episodes Gunsmith Cats is all fun and no fat.
Action, guns, hot people, and fun as a whole. They are both great series in their own way
