The MCs of both shows are able to use powers. They both go to an academy, but that's more relevant in MHA. The power system is far more developed in Railgun as they make more focus on the scientific side and how they can use them. They both fight against "villians". Both have good animation, fights, ost, etc.
Both shows include a society where people have some kind of power and both show has some kind of evil.
Also both shows include alot of side-characters.

For another anime in which "bunch of kids with superpowers slap the shit out of villains", "A Certain Scientific Railgun" stands out from the crowd. "My Hero Academia" takes into account the sheer guts or determination of a character as a factor in battles, "Railgun" would rather analyse the implications of having such a power, and as such are rather grounded in physics and reality.
There are all these interesting elements inserted into fights that allow users to express their powers in multiple different ways. However, in the end, it is just two animes both about superhuman abilities set in a place in which they are
