Similar atmosphere/feel, both are sci-fi/magic-orientated, mostly female cast with one guy in the middle of it, have separate 2-4 episode arcs that are not that related to each other. Only difference is that Railgun revolves around one girl more and Stb revolves around one guy and his magical harem (plus there's more ecchi in the latter)
Now that I think about it, these two animes are somewhat alike, here's how :
-One of the main characters are really strong in some way.
-Both in a town/city where it has a lot of other people with powers and facilities for research.
-In both animes, the facilities research about these powers and have adapted to them with systems.
-Both animes have another character who is like their "partner" who fights along side with them.
Technologically advanced city for students, mix of technology and superpower.
