Both anime show that friendship and comaradery can flourish even in harsh environments, and both, despite taking place in different periods of time, feature juvenil delinquents as main characters, so you should expect a good ammount of fights.
The main differences between both is that Tokyo Revengers has time travel and the protagonist is led rather by a romantic motive, while Rainbow shows the harsh life of prison in post-WWII Japan.
