Both very supernatural and hard to follow shows.
I recommend you watch them slowly and connect the dots little by little, then you will find both shows very horrific and formidable, yet somewhat entertaining and interesting.
Both shows are equally good.
Both series use the same director, have similar, dark and gothic atmosphere and consists of massive variety of art styles.
Main difference is that Petit Cossette is supernatural drama, while SoulTaker can be defined as action-adventure title.
While watching Cossette I guessed that it's done by the sames folks who did Soul Taker, and I was correct. The reason I love both is due to atmosphere and style. There's something about moments of calm melancholiness in the midst of all this chaos that really clicks with me.
Parts of Tsukuyomi also has the Shinbo-noir style, but overall Tsukuyomi is too light hearted compared to these two.
