The stories are actually differentin, but both of them we have an alternative history taking place in Asia (in one it is feudal Japan, the other is pseudo-feudal China in fantasy world). In both, the action takes place at the ruler's court and focuses on palace and royal conspiracies and dynastic issues.
One of the main differences is that Koukyuu no Karasu is a fantasy focused on the supernatural. Oooku despite its specific sci-fi concept, is a rather down-to-earth story.
