Both have a similar theme of what makes a human, human. While Metropolis has a few other themes as well, I believe it does this theme even better than GITS. Instead of putting an extreme effort to say "Hey, there's sybolism and/or meaning here" like Ghost In the Shell does throughout the short film, it dawns on you by the end. I find both movies to be incredible and reflective.

Both movies have a similar mood, as well as cyberpunk elements. However, what truly makes these movies similar is their main theme: the differences between humans and robots. Both anime ask about the characteristics that make one human and the characteristics that make one a robot, in a world where technology has advanced into creating high-functioning AI, and the lines between human and robot are quite blurry. Apart from the similar themes, both anime also have a similar atmosphere and great visuals.

Both Anime movies center around a girl who is half human and half robot (a humanoid), with a futuristic cyberpunk setting where humans live alongside humanoids and robots. Both movies center around a detective crew trying to find a criminal, but both movies end up being about a much bigger issue.
