Both take place in a city of espers (people with supernatural powers) and normals living side by side. Main character is a powerful esper girl who fights crime with her friends and has high esper level.
Where Railgun has a more mature style Zettai Karen Children has a way more mature humor which makes it hard to tell who are the main audiences of these series. Both series have their peeks of fanservice here and there but not in a disturbing level if you're a girl and don't like that stuff.
