The shows a fundamentally different - but share similar topics: Gang-culture, Delinquents, Responsibility, Friendship/Peer-Pressure. Both depict the power structure and struggles of Gangs in Tokyo's Toshima-ward (Ikebukuro) and follows an MC who's 'inside' while retaining an 'outside' perspective. Instead of following a lifestyle, both MCs get involved for the sake of others.

Both have:
-Gang and crime focus
-A protagonist only loosely affiliated with the gang
HOWEVER
IWGP Has way better action, a likeable MC who actually has agency, a heartwarming cast and better pacing. Overall if you, like me, found Tokyo Revengers overrated and average (Not good, not bad), this is the anime for you. There aren't many anime with the Delinquent/Gang focus but I'd still be wrong calling it the "next best thing"
