At first view, Mawaru Penguindrum and Boogiepop Phantom might not seem to have much in common; MP is full of bright colours and has some comedy, while BP is almost solely dark, hopeless and minimalistic. However, if you take a closer look at these two, you might notice, that they have some similarities. Here are the similarities, that I found:
1. MP & BP are both highly psychological anime, that tell stories about several young people with difficult pasts and fates. Each character has his own story of why he became what he is. Most of the characters experienced a psychological trauma in their childhood/youth.

Both these animes have the same concept of "fate" and this never ending loop of dispair in which it causes unless someone makes a sacrific to change it.
Both shows have a similar theme fate and what you would give up for the power to change it. They also both have interesting visual styles that set them appart from other series.
