Not really same formula although both stories have many similarities (high school girls in cute uniforms, all-girls high school, girls wielding melee weapons, lesbian subtext). But if you look at a couple of main heroines from one of the anime, they remind you of a couple of main heroines from the other anime.
However, Shoujo☆Kageki Revue Starlight is actually about girls who struggle to fulfill their dreams of being theatrical stars and have nothing to do with supernatural powers, evil creatures, or space time distortion....unlike Toji no Miko.
