Both shows are harems featuring girls who appear supernaturally. Both female leads (Lala-sama and Nagi) have similar personalities and both are voiced by the adorable Haruka Tomatsu.
But while To LOVE-Ru goes for those over the top hilarious ecchi situations and comedy, Kannagi focuses on more subtle(though just as frequent) comedy, slapstick, and ecchi. Furthermore where TLR is "sci-fi" featuring aliens etc. Kannagi is "paranormal" and has godesses and spirits...However BOTH shows have more to do with awkward, pervy, and hilarious situations than aliens or ghosts, and if you liked one show, you'll like the other
