Killers, crimes, memory loss, mysteries, guns, action, and a green-haired badass bishoujo. Both are aimed at a mature audience, although Mnemosyne has far more gore and nudity, while Phantom is slower and longer.
There's a clear similarity even in how they are titled (Mnemosyne - Mnemosyne no Musume-tachi - / Phantom ~Requiem for the Phantom~).
They're both produced by Genco, are well-animated, and have a good OST.
