Both center around people trying to get some sense of comfort and love through other people. Scum's Wish (Kuzo no Honkai) has characters that deal with their circumstances and desires in a more realistic or mature way. Happy Sugar Life, on the other hand, has characters that take more extreme approaches to getting what they desire.
Both of these anime relate to the dark side of human nature, a twisted form of love and jealousy. The theme known as love is surrounded by other concepts and emotions, each inexplicably tied to each other.
Happy Sugar Life is much darker and shows the more recessive parts of human nature which are usually hidden. Love in this particular anime is twisted into a more possessive, materialistic kind of relationship. It also contains themes of horror and violence. The MC's interpretation of "love" is much more possessive, much like the notion of "finders keepers".

Both are love themed and very disturbing, showing the dark side of human beings searching for happiness.
Both of these anime explore dark extremes of love. Aside from sharing a common theme both of these works contain heavy psychological moments which are used to further emphasize the mental state of the characters. Finally both of these deal with a main cast of characters that can only be described as terrible people.
Both are very psychological shows where the apathetic protagonist is deeply exploring the question of what is love (even its darker aspects like jealousy) and pursuing not very ethical routes of finding a complete answer to that, and none of the other characters are acting very ethically either. The sapphic content is handled better in Happy Sugar Life than in Kuzu no Honkai, but it's not handled terribly in the latter either. If the pedophilic content did not turn you off from Happy Sugar Life, you will do just fine with Kuzu no Honkai since there is some (albeit much less) pedophilic content
