Both deal with a large number of people connected by a mysterious supernatural entity - Celty in 'Durarara!' and Shonen Bat in 'Paranoia Agent'. In both shows, there's loads of characters, ranging from sick fetishists to angst-ridden outcasts.
The story in each show is told from the various viewpoints surrounding the odd events and every episode focuses on a different character. However, 'Paranoia Agent' has a tighter, more linear approach.
The tone of both shows become gradually darker as they continue, with most episodes easily switching from dark comedy to light drama in a heartbeat. Both function as psychological thrillers and have few action scenes.
An urban setting with a supernatural twist and a veeeery convoluted plot involving a large cast of characters interconnected in ways you wouldn't immediately expect. Constant POV changes, unexpected character reveals and developments, and mystery after mystery. Both focus on philosophical and psychological themes, leaning far into what makes a character tick. Durarara!! is more average anime watcher friendly with its references and gags, while Paranoia Agent offers an avant garde experience with strange visuals and a little less coherence.
