The main two points that both of these shows have in common are that they both involve multiple relationships between characters, and they both show the development between them before they get together.
The main two differences is that the focus of Tsurezure Children more so on just the romantic relationship aspect of the characters and not so much their daily lives in general, while the main focus on Nijiro Days is more so centered around the daily lives of the characters where the romantic aspect is more of a sub-genre to the series and not is not as straightforward.
