Two anime exploring complex philosophical themes, free will and suicide as it's ultimate expression in particular. Both use a criminal investigation by the protagonist, who works for international law enforcement, as a framing device. Both take place in both Japan and other countries (even continents) due to the international nature of the mystery conspiracy. Both have an antagonist who may or may not be supernatural and has similar powers over the mind of other people, yet neither anime has a respective tag.
