Both of these titles revolve around food.
The difference is that Shokugeki has a lot more to offer, in that not only will it touch ramen, it will touch a large number of other dishes. It also touches cooking and not just eating it. However, the character development of Shokugeki will feel more like standard fare, since, it is a shounen. Koizumi on the other hand is specialized to Ramen only. It also primarily focuses on eating and loving it rather than talk about how to cook it.
