Both deal with the idea of living life to its fullest, and although Charlotte is a supernatural show and Plastic Memories deals with androids, in the end, both tell a tale of how the only thing that remains in the end is the memories made along the way.
Not much similarities in terms of the characters but I recommended this because both anime deal with a bunch of students with abilities trying to deal with others, which have the same abilities/conditions in their world and trying to "save" them.
