Both are skit-based comedy in a school setting that relies on misunderstandings and are filled with eccentric characters. The big difference is that "Komi Can't Communicate" is heavily centered on the protag, Komi with a POV leading man while in "School Rumble", it mostly follows Harima Kenji but the antics of the entire set of characters are the main content, most of the time involving Harima himself but not necessarily always focusing on just him.
The things that connect Komi Can't Communicate and School Rumble the greatest are their eccentric and fun casts of characters. Every character gets their fair share of screen time as well. The plots are simple enough too, there are just high schoolers doing regular high schooler things. There is romance in both, but the romance in School Rumble is more prevalent as it has relationships set up between the side characters, unlike Komi-san which mainly focuses on the relationship between the main characters. If you want a casual watch filled with lots of light-hearted amusement, watch both of these shows.
