Both focus on one main pairing but also focuses on the characters' friends' relationships. There's also similar comedy and both are very happy and relationship-focused shows.
I get similar vibes from this anime. It's so much fun like Horimiya and also about a group of High School kids. First we get introduced to the ML and Fl and then with each ep we get introduced the other students and hilarity ensues.

Both are High School romance animes, although Horimiya takes more romance into stance while Gekkan Shojou is more about manga art. But still both have romance themes in it and both are quite funny.
