Both have the devil leitmotif & oppressive atmosphere. In both series seemingly happy life turns out to be full of sorrow, hatred & despair, and children are opposed to the wicked, cruel world. However, there are some differences: "Madoka" has a better storyline & its plot develops more dynamically; "Madoka" 's main trope is contrasting, whereas "Jigoku Shoujo" 's one is reiteration.
Also, i'd like to say, that when i was watching these two animes sometimes i had a strange feeling: i failed to define, whether they're masterpieces or just junk. I was uncertain about "Jigoku Shoujo" especially because of its repetitiveness, and about "Madoka"

Both anime venture deep into what a human's soul is. Mahou Shoujo Madoka Magika focuses on the concept of karma and balance in the universe while Jigoku Shoujo focuses on the weaknesses and ugliness of the human heart. Although those two topics may seem pretty abstract, the two anime are pretty similar. They are both thought-provoking and out-of-the-ordinary anime series. Both start out with many bad endings but there is eventually a good end.
both feature dark somber quiet girls and their supernatural powers as well as lots of bad shit happening along the way.
