Both are focused around the concept of karmic justice and a focus of the worst of the worst humanity has to offer as well too and a strange girl that one of the characters gets involved with as well too.

both anime have different dark stories each episode considering things like murder, crimes and harassment plus jigoku shoujo has a main girl character with a similar calm personality to ame . . .
jigoku shoujo is about sending souls that have committed dark sins to hell through a website called hell link
denpa-teki na kanojo is about a girl helping the main character solve who the culprits are of ongoing dark cases
