Both anime are coming of age tales in which an older mysterious women is the impetus for a journey of discovery as well as the limits of maturity. Penguin Highway is more whimsical and while not necessarily a family film is packaged like one.

Tells the story of a young boy who wants to be and acts like an adult in a quiet and lazy town. He has a crush on an older woman with a kind of crazy and magical ability, and tags along with her and helps her until the very end. Both anime feel surreal and oddly hazy, like some kind of beautiful fever dream.

Coming-of-age tale of a somewhat apathetic kid playing adult with a surreal twist + an adult woman to portray change, confusion and wonder. Not as action-packed as FLCL though.
A plot focused on a young cast and them getting caught into some strange shit and figuring out what is even going on around them.
