Both have two characters that are in love but have to deal with a tragic past in order to move on. Both deal with a female protagonist and show an extremely sad... but amazing... love stories
Both are romances between a normal guy and a not normal girl. Even though personality wise they're very different, Lucy and Yuuko-san have a lot of similarities. Both are cast out and feared because they are different. Both have very traumatic backstories. To avoid spoilers, I'll leave it at that. Both also are listed as horror, but are actually really sad.
Key difference, Elfen Lied has a lot more violence.
