Both animes deal with the profound concepts of romance, friendship, and the value of time. Time affects the lives of the characters, implying how precious time truly is and how it can affect the lives of so many. Even memories play the part in the development of character. I'm sure, that there are far better recommendations for Kakeru Shoujo, but still, Ef does share some similar appearances.
Both Animes, have got a very deep touch that moves one very easily (at least I found both very unique and maybe even a bit "philosophical" in their own way), and perhaps even lets one or two tears shed.
Ef has got a more intensive romance aspect, then Kakeru Shoujo, but somehow they both explain how precious time and life is. Ef gives a feeling like "I'm so happy, that I'm fine." (applied on the amnesia), where as Kakeru Shoujo more shouts for "I wish I could
