-Have characters which seem threatening on the outside, but have relatively good intentions.
One huge thing that I love about both of these animes and believe is the main similarity between both, is that they are from perspectives that you would not expect. The stories are told from point-of-views that clash with human society, yet you find justice in both sides. With 'Tokyo Ghoul' you see things from the ghouls' point-of-view. Ghouls eat

Both Zankyou no Terror and Tokyo Ghoul illustrate a story on both sides, rationalizing what would otherwise be a villain while keeping the "good guys" good guy, showing that every conflict can be looked at from at least two perspectives.
Zankyou no Terror and Tokyo Ghoul make you question who really is the good and bad guy.
Zankyou no Terror (Terror in Resonance or Terror in Tokyo) shows two terrorists and the Japanese and American government.
Tokyo Ghoul has battle between humans and a species called ghouls who eat humans.
They have dark, mysterious themes and are psychological thrillers.
And they both have the word Tokyo in the title. :3
This is another great anime that I recommend and it is dark as well, the first sight of the main character is that they are anti heroes but like tokyo ghoul they are not bad because they are fighting for a good cause.
Truth. Terror in Resonance and Tokyo Ghoul have diverging plots however both radiate this constantly depressing atmosphere around them due to the unsettling truth the world holds.
ZnT's Nine and Twelve of Sphinx start their own serial terrorist attacks on Japan with some vague attempt to shed light on a trust that is hidden. Tokyo Ghoul takes a different approach in that the truth is known already and is the cause of chaos, distress and pain ghouls like Kaneki must face on a day to day basis.
Both are good psychological anime about the various struggles that individuals coincide with and their actions of what to do
