Cool headed protag being cool. Everyone is very impressed and/or paralysed with fear and awe. Hilarity ensues.
Sakamoto jokes are easier to understand for Western audiences whereas Hoozuki has a lot of cultural references, cult/current event reference, anime references, and puns that translate very poorly. A lot are either missed by translators or left unexplained maybe because they didn't want to fill the screen with TN text. Despite that Hoozuki is the richer of the two with a more interesting setting and side characters that have a little more personality.
Both are silly and fun.
