The premise are extremely similar to each other as both deals with people with supernatural abilities that are born after a mysterious event. However, whereas Darker than Black is more seinen and SF, Needless is much more shounen and action oriented.
Needless' "Blackspots" are like the DTB's "Hell's Gates". There are special persons with a power (only one power for each one special person), those are linked with the "gates" or the "spots". The shows offer fights among these special persons, with a devious and cold mood in DTB, while in a fiery direct and outrageous way in Needless.

Needless does not have the same depth as Darker than Black but it is more action packed, its hard to say how they are similar but it seems they have the same fell when it come to powers that characters have.
