Similarities: based on historical times, main protagonists have no parents, main protagonists travel with a girl they like, a lot of assassins, friends that split up into their own paths, evil geniuses that pretend to be good guys, both protagonists aim to be the best of the best, and similar events that happen to Naruto on missions happen to Tianming on his travels
Differences: Qin's Moon is a Chinese 3D animation, Naruto is a Japanese 2D animation; Qin's Moon takes place in the Qin Dynasty, Naruto takes place in a Japanese-style fantasy world; Tianming doesn't help people through words as much as Naruto
