Both are mahou-shoujo parodies with similar risky humour. Gootaman raises more themes (i.e. religion) and is a little bit more decent, but the overall atmosphere is pretty much the same.
Both are ecchi parodies of the magical girl genre.

Both are magical girl parody shows with R+ grade (upper range) ecchi and seriously weird fetishes. The backstories in both are hair-raising nonsense, yet take themselves serious enough to not become random humor. Lingerie Senshi serves multiple fetishes and has the raunchier humor, while Butt Attack Girl focuses on the titular part of the body. Both are trash shows and know it, in my taste Lingeri Senshi is slightly superior due to the more zany humor. Lingerie Senshi has a few more magical girl elements (e.g. a cat familiar), where Gootaman is a little closer to super hero plots.
