Though they do have quite a few differences, I still think that they have similar humor, with a male Protagonist that gets thrown into many odd situations due to the quirky female cast around them. If you like one of them, you're likely to enjoy the other too ^.^
Both of these shows feature a male character through no fault of his own is surrounded by a bunch of females and are thrown into random situations that usually, if not always, end in hilarity. 2 or more girls like the main protagonist.
Personally, I find both of them hilarious and fun to watch.
Cast and comedy type are almost identical. In D-Frag, there is one, main male MC surrounded by girls, but this MC has more girls in his harem. Both shows are hilarious and I would definitely recommend watching both.

I find this two series similar because they both are focused in comedy, although in Noucome there is also a strong part in the romance between the male protagonist and the girls but both series stand out for their funny parts and bizarre outcomes that make them refreshing and enjoyable to watch.
They both have unique characters and make good use of ther qualities or misfortune to deliver good stories and really good laughs.
