Any sufficiently advanced technology is indistinguishable from magic. That famous quote by Arthur C. Clarke describes those two anime pretty well.
In "Didn't I Say?" it is revealed in the first episode that "magic" is just the work of a very advanced nanotechnology.
In "Scrapped Princess" it is heavily implied that "magic" is some kind of lost technology.
