Though both have elements that constitute an action series, it's my personal feeling that these two fit into the drama genre as well. Both have strong-willed and idealistic lead protagonists, a grim setting and a lot of dark themes.

Strong messages of war in both shows but I'd have to say SNK is a bit more shonen geared than Ima, Soko ni Iru Boku which is more realistically dark while maintaining fantasy aspect of the show whereas SNK seems to have more straight forward fights and action which leans heavy into shonen while the setting is still mature and dark because of the military nature of the show.
