Both have lovable characters, though the quirks of the cast in Durarara!! makes each character more distinct and stand out more.
Both have a Magnificent Bastard who is extremely intelligent and use chess to plan their moves.
Both have suspenseful battles and intriguing plot twists that keep you on edge.
The show Durarara!! is a show full of chaos that connects several events. Code Geass is full of controlled chaos. The characters Izaya Orihara and Lelouch Vi Britannia are very similar. They both play chess and or chess like games. They both are in control of what is around them and are even voiced by the same actor in the English Dub (Johnny Yong Bosch).

There are some plot twists that will catch you off guard, and the characters are diversely interesting. Also, the setting is in a city that has it's very unusual perks.
Both series basically consist in a group of people trying to manipulate each other into doing what they want without realising the others are doing the same. The element of pitting best friends against each other without them knowing who their opponent is is also a similar component.
Lelouch and Izaya could be considered very similar, although Lelouch is admittedly much more sane.
Code Geass is darker, on a lot bigger scale and more brutal, the art is very different and so is the tone, but the plotlines have many things in common.

Lots of sly and slick manipulation going on with characters of differing moralties with supernatural abilties to them and both also have some pretty intricate lore in it as well too.
