Both series feature male protagonists whose goal is to fix their country. They each have a powerful means to do so.
Both share a mysterious main character who refuses to let the audience in on his secrets. They also include love interest/s that share the same awe for their hero. Both main characters sketch that line between right and wrong without turning you away from them. If you liked the magnitude of one you'll enjoy the scale of the other.
Both series are about 2 incredibly intelligent young men who wish to shape "Japan" into a better country. Armed with their smarts and a unique gift - in Codes Geass it is a supernatural gift, while in Higashi it is technology - these two protagonists embark on roller-coaster rides of adventure, danger, doubt, denial and mystery in order to fulfill their dreams, dreams that are not just for themselves but their countrymen.
Both series are intense and will keep you interested until the end.
Both feature someone trying to "fix" Japan, be it with a vast global conspiracy or giant mechs.
Both main protagonist are smart in their own unique ways. Each of their moves are strategically planned and have tons of mysteries behind them. At first glance, both character might not be similar, but throughout the stories, their ways of thinking are pretty similar.

In Code geass, lelouch can command anyone when they look into his eyes... but in Higashi no Eden you can request anything that seems impossible with a phone...
The story is as good as each other too... definitely must watch!
Both stories are based around characters who use any means necessary to fix their homeland.
